Stacey Halfmoon
Director of Community Outreach & Public Programs
Stacey Halfmoon was hired as the Director of Community Outreach & Public Programs in July 2007. She graduated from the University of Oklahoma with a Bachelor of Arts and Sciences Degree in Anthropology in 1994. Shortly after graduating, she began working for the Caddo Nation in the Native American Graves Protection and Repatriation Act (NAGPRA) Program. Her work spanned seven years and produced inummerable partnerships with federal, state and educational agencies in the four state area of the Caddo homeland – northwest Louisiana, southwest Arkansas, southeast Oklahoma and northeast Texas. Stacey was instrumental in accomplishing the tribe’s first repatriation of Caddo ancestral remains and constructing the Tribe’s first and only repatriation cemetery.
From 2000 - 2004 Stacey served as Senior Tribal Liaison for the U.S. Department of Defense (DoD). During her appointment, she managed DoD’s $10 million dollar Indian lands clean-up program and participated in a series of Senate Oversight hearings on behalf of the Department of Defense. She facilitated national tribalmeetings, partnered with other federal agencies regarding issues and helped establishthe first internal "Department of DefenseNative American Integrated Product Team." This workgroup includedhigh-level representatives from the Army, Navy and Marine Corps, AirForce, U.S. Army Corps of Engineers, and the National Guard Bureau. The creation of this workgroup provided a forum for internal,Department-wide focus and guidance on American Indian/Alaska Nativeissues.
In 2005 - 2006 Stacey was appointed as the Interim Director for the Caddo Heritage Museum and provided consulting services to Keres Consulting, Inc., a Native American-owned environmental company located in New Mexico.
Stacey has been recognized and honored with many awards from the U.S. Army Corps of Engineers and Fort Polk Military Installation. In 2004, Stacey was highlighted in the USA Today as “one of seven up and coming Native Americans.” Stacey currently serves on the Caddo Heritage Museum and Jacobson House & Jacobson Foundation Boards.
Stacey credits her family, especially her grandparents, Corinne and Hubert Halfmoon for providing her with a cultural and religious upbringing that continues to inspire her personally and professionally.
